1 cup water
1/4 cup dry red wine

1 carrot sliced

2 teaspoons basil tsp fresh chopped, or 1/2 dried
1 bay leaf
6 tablespoons grated Parmesan

Bring to a boil then reduce the heat to low and allow to simmer for 20-25 minutes.
