Trim the beef and cut into thin slices across the grain. Cut each slice into thin strips. Toss in the cornstarch to coat thoroughly. Heat sesame oil in a preheated wok or nonstick frying pan. Add the beef strips and stir fry for 3 minutes. Remove and set aside. Add the broccoli, scallions, carrots, garlic, ginger and broth to the wok or frying pan. Cover and simmer for 3 minutes. Uncover and cook, stirring, until the broth has reduced entirely. Combine the soy sauce, dry sherry and brown sugar together and add to the wok or frying pan with the beef and vegetables. Cook for 2 to 3 minutes or until it is cooked, stirring continuously. Spoon into a warmed serving dish. Serve on a bed of noodles or rice.
