Preheat oven to 325u00b0F. Grease and line a 7 inch cake pan with parchment paper. Whisk eggs, sugar and vanilla until thickened. Whisk orange juice, lemon juice and sour cream then fold in 1/2. Combine flour, baking powder and 1/2 tsp salt and fold in 1/2. Fold in remaining sour cream then remaining flour. Transfer to prepared pan and bake for about 1 hour, until just firm to the touch. Transfer to a wire rack to cool.

To decorate, cream butter, cream cheese and powdered sugar. Cut cake in 1/2 horizontally then place bottom layer on a cake stand and spread 1/3 of frosting over top. Add top layer of cake and gently press in. Add orange food coloring to remaining frosting and transfer to a piping bag fitted with a large writing tip. Pipe thick lines of frosting over the top and sides of cake.

Coat each lollipop with white chocolate then let set. Place milk chocolate in a piping bag with a small writing tip and pipe dots onto the white chocolate. Press lollipops into top of cake then use the remaining chocolate to decorate cake.
