3 cups Water

1 cup 2% Milk
1/2 teaspoons Salt
1 teaspoon Pepper
1 teaspoon Chili Powder
24 whole Corn Tortillas
2 cups Shredded Chicken
2 cups Cheddar Cheese, Shredded
