1 large bell pepper
1 large onion
1 Tbsp. chili powder
2 cans cream of mushroom soup
1 can cream of chicken soup
1 c. chicken broth
1 c. water
1 pkg. corn tortillas
1 can Ro-Tel tomatoes, diced
1 c. grated Cheddar cheese
