Pour the flour into a small bowl.

Add 1/2 to 3/4 cup water, or as much water as needed to turn the flour into a doughy mixture.

At this point, your dough is likely to be a little bit sticky.

Sprinkle some extra flour onto your counter or work surface and roll the dough in the flour to form a more workable dough.

Flatten out the dough and shake the cinnamon evenly into a thin layer over the dough.

Fold the dough up, then repeat.

Add more cinnamon to taste.

Roll the dough so that the cinnamon is distributed evenly through the dough, then flatten the dough again.

Sprinkle roughly a teaspoon of sugar onto the dough, fold the dough, and repeat the process once more.

You may also add a bit more sugar to taste (which is preferable a good deal of the time).

Take out a frying pan and pour a thin layer of vegetable oil into the pan.

Heat the vegetable oil on the stove.

(You may also substitute the frying pan with vegetable oil for a deep fryer).

As the oil is heating up, separate the dough into small patties (about 4 or 6 will do).

Flatten the patties out (This is very important: If the patties are too thick, there will be raw dough in the center after cooking).

When the oil is hot enough, turn the heat on the stove to Medium and place the patties in the oil.

Count to 30, then flip the patties and repeat.

When the patties are done, place them on a sheet of wax paper or aluminum foil.
