Combine chicken thighs with garlic, spices, 1 tbsp honey, soy sauce, and lime juice. Stir to combine well and let sit for at least 5 minutes. Transfer the chicken along with all juices to a large hot skillet or cast-iron pan coated with 1 tbsp of EVOO. Heat chicken on medium high for about 20 minutes, or until cooked, turning at least once. Remove chicken from heat and dispose of any juices from the skillet or pan.

Clean skillet or pan and add the remaining 1 tbsp of EVOO. Once the pan or skillet is hot, char the chicken thighs for about 1 minute each side on high heat. Turn off heat and add remaining honey, chopped cabbage, scallions and serve immediately.
