3 garlic cloves, peeled and minced
1 cup clam juice
1 ½ cups heavy cream
1 ½ cups dry white wine
¾ teaspoon white pepper
⅛ teaspoon cayenne pepper
1 cup minced fennel
1 bay leaf

MELT the butter in a heavy saucepan.

ADD the flour and garlic and saute over low heat for 2 minutes, stirring constantly.
