1 1/2 c. flour
1/4 c. cocoa
1 tsp. baking soda
1 c. water
1/3 c. vegetable oil
1 Tbsp. vinegar
1 tsp. vanilla

Set aside. Sift together 1 1/2 cups flour, 1 cup sugar, cocoa, baking soda and 1/2 teaspoon salt.

Drop approximately 3/4 teaspoon of cream cheese mixture on top of each cupcake.
