Sift and mix 1 1/2 cups of flour, 2/3 cup of sugar, baking powder and salt in large bowl. Melt 1 stick of butter almost all the way.

In a separate bowl, mix mashed bananas, egg, softened butter, vanilla and milk. Stir banana mixture into dry ingredients just until blended (do not overmix). Stir in chocolate chips.

Just barely soften the remaining 1/2 stick of butter. Mix the 2/3 cup of sugar, 1/2 cup of flour and cinnamon with the butter until the mixture is pea size.

Pour muffin batter into prepared muffin pan, filling the cups 3/4 full. Spoon topping onto muffins. Bake for 25-30 minutes at 350F. Cool and serve warm or at room temperature.
