Preheat over to 400. Lightly grease 2 baking sheets.

Sift flour, baking powder and salt into a large bowl. Cut in the butter (or margarine) until the mixture resembles fine breadcrumbs.

Stir in the sugar, optional orange rind and chocolate chips.

Using a fork, mix in the egg and just enough milk to make a moist but stiff mixture. Basically, a biscuit dough.

Use 2 forks. Scoop up some of the mixture with one fork and scrape off onto the baking sheet with the other fork, making small rocky heaps, well-spaced apart. Kind of like drop biscuits. Make 12-14 depending on the size you like.

Bake for 12-15 minutes or until risen and nicely browned. Don't overbake. Cool on a wire rack.
