1. Sift together flour and baking powder in separate bowl.

2. In stand mixer with whisk attachment, whisk on HIGH eggs, vanilla and sugar until foamy and slightly stiffened.

3. Mix together butter and oil in pourable container. With mixer still on medium-high speed, add to egg/sugar mixture.

4. Mix together milk, cream and vinegar. Slow mixer and add to egg/sugar mixture.

5. Turn off mixture and fold in flour just before totally incorporated. Add chocolate chips. Stir until flour mixture is completely incorporated. Mixture will be lumpy.

6. Spoon mixture in paper lined or greased muffin cups. Optional to sprinkle top of each muffin with 1/2-1 teaspoon of sugar.

7. Bake at 400 degrees for 18 - 20 minutes. Makes 12 LARGE muffins or 24 regular muffins.
