In a bowl, mix the chili powder, cumin, cayenne pepper, lemon juice and 6 tbsp oil. Stir in the cilantro, oregano, red onion and garlic. Coat the steak in the marinade and allow to marinate for 2 hours in the refrigerator.

Preheat the oven to 400u00b0F. Remove the steak from the marinade and drain. Heat 2 tbsp oil in a frying pan and fry until browned all over. Add the white onion and peppers and cook for 5 mins. Add 4 tbsp marinade and bring to a boil. Season with salt and black pepper and remove from heat.

Heat the tortillas in the oven for 1-2 mins, until warmed through. Melt the butter and brush over tortillas. Spoon the steak mixture along the centers of the tortillas and roll up. Arrange in a shallow baking dish and spoon the creme fraiche in blobs all over. Sprinkle over the cheese.

Bake for 15 mins. Serve garnished with cilantro and chilies.
