Cut rib slabs into 3-rib sections and arrange in a slow cooker with ribs standing vertically. Pour water into slow cooker, cover and cook for 4 hours on high or 8 hours on low. Transfer ribs to a large platter.

Cook frozen steak fries according to package directions. Set aside and keep warm.

Prepare grill or preheat broiler. Stir together ketchup, jam, honey, soy sauce and vinegar. Brush sauce on top and bottom of rib sections. Grill ribs, covered, over medium-high flame until nicely charred, about 8 minutes. (If you are using a broiler, place ribs on a foil-lined baking sheet under broiler until crispy.)
