Put potatoes and water in a 13x9-inch glass baking dish.

To cook potatoes in microwave: Cover with vented plastic wrap and microwave on high 6 minutes.

Stir, cover and microwave 6 minutes longer or until potatoes are just tender.

In conventional oven: Cover with foil and bake in a 350F oven 40 minutes or until just tender.

Drain potatoes, then return to baking dish.

Add 2 teaspoons of the oil, the oregano, lemon peel and 1/4 teaspoon each of the salt and pepper and stir to mix.

Heat oven to 400F.

Toss tomatoes, garlic, remaining 2 teaspoons oil and remaining 1/4 teaspoon each salt and pepper in a medium-size bowl.

Spoon over potato mixture, then arrange shrimp on top.
