Lightly spray a 1 1/2-quart glass baking dish (11x7 or 8 inches) with cooking spray.

In a shallow bowl, stir together the flour, chipotle chile powder, pepper, and salt.

Dip one piece of steak in the flour mixture, turning to coat.
