Preheat oven to 350u00b0F.

In a large bowl, mix oats, flour, brown sugar, salt, cinnamon, and all but 2 tablespoons of the softened butter. Reserve 1 cup of the mixture. Press remaining mixture into the bottom of a greased 9x13 dish.

In a small pot, melt condensed milk, chocolate chips and remaining 2 tablespoons of butter over low heat. Stir constantly until chips are melted and the mixture is smooth. Pour chocolate chip mixture over the oat mixture and spread evenly. Sprinkle reserved 1 cup oat mixture over the chocolate. Top with Reese's Pieces.

Bake for 23-25 minutes. Be sure to let it cool for a couple hours before you cut into pieces, otherwise it will be somewhat mushy!
