1 can (10 3/4 Oz Can) Cream Of Celery Soup
1/2 cups Milk
1/2 cups Sour Cream
1/4 teaspoons Black Pepper
24 ounces, weight Hash Browns, Thawed
1 cup Shredded Cheese
1 cup French Fried Onions
