3 diced scallions
5 diced cloves garlic

2 dashes of salt
1 dash of pepper

Put 3 cups of rice in a pot with 5 1/2 cups of water, along with 1/2 of the scallions, oil, 1 dash of salt and 2 diced garlic cloves. Put rice to boil on medium; stir occasionally.
