3 cups all-purpose flour
1 tablespoon baking powder
2 teaspoons coarsely ground pepper
1/4 teaspoon salt

Preheat oven to 400u00b0. In a large bowl, whisk the first five ingredients. Cut in butter until mixture resembles coarse crumbs. Stir in cheese, bacon and shallot.
