Peanut Butterscotchers(Cookies)

   Melt butter in a large saucepan.

   Remove from heat. Add sugars and Pet milk.

   Blend well. Add eggs and beat well.

   Stir in dry ingredients and lemon rind.

   Mix thoroughly.

   Pour into a 15 x 10 x 1-inch jelly roll pan, well-greased and floured.

   Bake at 350u00b0 for 30 to 35 minutes.

   Cool and spread with the following.
