Sift the flour and baking powder into a large bowl. Beat in the butter, granulated sugar, eggs, milk and orange peel on low speed. Beat on high speed until the mixture is smooth. Spoon into prepared pan; smooth top with a spatula.

Bake for 50-60 mins or until a toothpick inserted into center comes out clean.

For the orange syrup, simmer the orange and lemon juices and powdered sugar in a small saucepan until sugar is dissolved. Remove the cake from the oven. Pierce the top several times with a skewer. Drizzle with the syrup. Cool in pan for 10 minutes. Remove cake from pan and place on a wire rack. Drizzle more syrup over the top. Cool completely.
