Heat oven to 350u00b0F. Grease three 9-inch cake pans. Make cake mix according to package directions, substituting water with buttermilk and adding orange zest. Fold in 1 cup mini chips. Divide batter evenly among prepared pans. Bake for 15-17 mins or until toothpick inserted in the center comes out clean. Let cool for 10 minutes. Remove the cupcakes from pans. Let cool completely.

In a saucepan, bring cream to just under boil. Remove from heat. Add remaining mini chips. Let stand for 5 mins. Whisk until smooth. Cool to room temperature. Stir liqueur or orange extract into the whipped cream. Transfer topping mixture to piping bag fitted with open star tip, like Ateco # 822nd. Place 1 cake layer on a platter and spread with 1/3 of chocolate mixture. Pipe 1/3 of whipped topping mixture over chocolate. Arrange slices of 1 sliced orange topping over. Repeat layering for remaining cake layers. Garnish.
