Mince 4 cloves of garlic. In small bowl mix garlic with 2 tablespoons of the olive oil, vinegar, ground culantro and lemon juice. Season fish with mixture. Let marinate 20-30 minutes. Pat fish in flour on both sides. Fry fish in deep fryer for recommended time (usually 10 minutes). (If using tilapia fillets, place in skillet with 1 tablespoon olive oil and fry for 7-8 minutes each side.) Set fish aside, keep warm.

Mince remaining garlic. In a skillet, over low-medium heat, heat 1 tablespoon olive oil. Cook garlic and onions until onions are clear. Add roasted red peppers and saute for 3 minutes. Add tomatoes and cook for approximately 5 minutes over low heat. Add cilantro and cook for 5 more minutes. Add salt and pepper to taste. (For an extra kick add teaspoon of hot sauce). Pour sauce over fish and serve with steamed vegetables or white rice.
