Mix sugar, cornstarch and milk or water in a saucepan in order, stirring gently and constantly, bringing to a rapid boil and cook for 3 minutes or until mixture is clear (mixture should be clear if used water).

Cool mixture slightly with pan set in bowl of ice and water.
