1/2 teaspoons Fresh Ground Pepper
2 cans (14 1/2 Oz. Size) Diced Tomatoes
1 Tablespoon Sugar
1 clove Shallot, Diced
1 Tablespoon Butter
⅔ cups Shredded Parmesan Cheese
1/2 cups Half-and-half
19 ounces, weight Frozen Cheese Tortellini
1/4 cups Fresh Basil, Cut Into Ribbons
