1 (16 oz.) can chopped tomatoes
2 large peppers, cut in strips
1/2 c. cold water
1 Tbsp. cornstarch
rice or noodles

Cut beef into strips; brown in oil in skillet.

Put in crock-pot.

Combine next seven items; pour over beef.
