Melt butter in a saucepan. Stir in flour until smooth. gradually add cream. Bring to a boil; cook and stir for 2 minutes or until thickened. Stir in orange zest, salt, nutmeg and pepper.

Arrange cauliflower and broccoli in alternate rows in a 3-qt. or 13x9-in. baking dish. Top with cream sauce and cheese. Bake, uncovered, at 325u00b0 for 20-25 minutes or until heated through.
