For the meat sauce, heat the oil in a large frying pan, and sear the beef until it becomes crumbly. Add the onions, garlic, oregano and carrots and saute briefly. Season to taste and pour in the tomatoes and 1 cup of stock. Simmer over low heat for about 10 mins.

Preheat the oven to 400u00b0F. For the white sauce, melt the butter in a pan, stir in the flour and heat until it begins to brown. Slowly pour in the milk and remaining stock. Simmer, stirring, for about 1 min. Add the nutmeg and season to taste.

Pour a layer of meat sauce into a greased baking dish, followed by a layer of 4 lasagne noodles and then a layer of white sauce. Repeat the process 3 more times, finishing with a layer of white sauce. Sprinkle with the grated cheese and bake for 45-50 mins. Serve garnished with oregano.
