Sift the flour, cocoa and baking powder into a mixing bowl. Add the sugar, vanilla extract, egg, butter and a pinch of salt and knead to a smooth dough. Wrap in foil and refrigerate for 30 mins.

Preheat the oven to 400u00b0F. Grease a 12-hole cupcake pan. On a floured surface, roll out the dough to about 1/8 inch thick. Using a 3 1/2 inch diameter pastry cutter, cut out 12 circles and lay in the pan, pressing the edges down. Bake for 15 mins. Allow to cool in the pan for 5 mins, then carefully transfer to a wire rack and allow to cool completely.

In a saucepan, bring the cream to a boil, then remove from the heat. Add the chocolate and stir until melted. Allow to cool at room temperature for 30 mins, stirring occasionally. Spoon into the tartlet crusts and chill for at least 1 hour.
