In a large bowl stir together the first five ingredients (oats through salt on the above list). Next, stir in the melted butter. I use a fork to cut the mixture together until crumbly. Set aside 1 cup of the oat mixture for later.

Press the remaining oat mixture into a 13x9x2 pan (which has been greased or sprayed). Bake at 350 degrees F for 10 minutes, until light brown.

In the meantime, combine caramels and cream in a microwave safe bowl. Melt the two together, stirring often. (Start with 2 minutes, then stir and continue in 1 minute intervals until melted).

When cookie/crust is finished baking, sprinkle the chocolate chips over the hot crust. Top with caramel mixture and use a spatula to spread it out. Sprinkle reserved oat mixture evenly over the top. Bake for an additional 15-20 minutes until top is golden brown.
