Sift the flour, cocoa powder and baking powder into a bowl. Set aside. Whisk the sugar into the chocolate mixture then gradually beat in the eggs. Add the chocolate mixture and milk and mix well. Divide among the lined flower pots and place the pots on a baking sheet. Scatter the raspberries on top.
