heat 2T vegetable oil in dutch oven and brown ribs on all sides over medium high heat

add remaining 1 T oil to dutch oven and reduce heat to medium add carrots, celery, and onion, salt and pepper cook about 5 min until veggies are soft. Add garlic cook till fragrent about 1 min, add tomatoe paste to remove raw taste stirring about 3min, then add apple cider vinegar to deglaze, finally adding red pepper flakes and bay leaves .

Add meat back to dutch oven and add 2.5c of chicken broth, bring pan to a simmer the cover and place in oven

Cook for about 1.5 hours, however remove lid during last 30 minutes of cooking
