Combine the dry ingredients (flour through baking powder) in a large bowl. Add cold butter and cut it in with a pastry blender until the butter is broken down into pea size pieces. Then add milk to the bowl. Start with 1/2 cup and add more as needed to form a well combined, slightly sticky dough.

Lightly flour a board and turn the dough out onto it. Knead the dough just until it comes together. Roll to a thickness of 1/2 to 3/4 inch. Use a biscuit cutter or a glass to cut out biscuits.
