1 1/4 c. water
1 (8 oz.) can tomato sauce
1/2 c. (or more) chopped onion
1/2 c. (or more) chopped green pepper
4 or 5 medium potatoes, quartered
4 carrots, thinly sliced
1/2 c. chopped celery

Brown the flour in oil to make a smooth paste.

Add meat, salt and pepper.
