   Combine sugar, garlic salt, paprika, pepper, chili pwdr, cumin, onion pwdr and cilantro into bowl; mix well.

   Rub liberally over your favorite cut of beef.

   Let beef stand at room temperature for up to 15 min or possibly marinate in refrigerator up to 24 hrs.
