Heat oven to 350u00b0. Melt butter in 9 x 13 x 2 baking dish. In saucepan, heat sugar and water until sugar melts. Cut shortening into flour until you have fine crumbs. Add milk and stir with fork until dough leaves side of bowl. Turn out on floured board. Roll out into a large rectangle, about 1/4-inch thick. Sprinkle apples with cinnamon, then sprinkle apples over dough. Roll up like jellyroll. Seal edges with a little water. Slice dough into 16 slices about 1/2-inch thick. Place in pan with melted butter. Pour sugar syrup carefully around rolls. This looks like too much water, but the crust will absorb it. Bake for 55 to 60 minutes. Makes 8 servings. Good served warm with ice cream.
