Using a food processor mix together sugar, brown sugar, flour, cocoa, baking soda and salt. Add the butter a few pieces at a time, with the motor running. Pulse to incorporate. Once you've added all of the butter, add the egg and vanilla. Pulse until the dough starts to form into a ball. Turn the dough onto a clean surface. Form dough into a disk. Wrap in plastic wrap, and chill for at least an hour.

Preheat oven to 350 F.

Cut the dough in half. Roll out the dough on a lightly floured surface to about 1/8-inch thick. Cut into desired shapes using a cookie cutter. Place on a Silpat- or parchment paper-lined baking sheet. Bake for 12 to 15 minutes. When done, the cookies should look dry. Cool cookies in a wire rack. Repeat with the other half of the dough.

In a medium sized bowl, use a mixer to beat together butter, vanilla and salt until fluffy. Add sugar and beat until fully incorporated. Add milk 1 tablespoon at a time and beat until you reach your desired spreading or piping consistency.

Spoon or pipe filling into the center of a cookie. Top with another cookie, pressing down gently to spread the filling to the edge.
