Wash the rice and put it in a thick-bottomed cooking vessel, with at least 2-3 liter capacity. Put the pan on the heat after adding the milk and water to the rice. Keep the flame low throughout the cooking process. Keep stirring in between, so that it does not stick to the bottom of the pan. Add sugar after 40 minutes. Keep stirring till the mixture reduces to almost half and it thickens, probably another 10-15 minutes.

After 10-15 minutes, add the raisins, chopped cashew nuts, almonds and green cardamom powder. Cook for another 5 minutes and then take it out in a serving bowl and let it cool. The kheer is best enjoyed when it is cold, so keep it in the refrigerator. You may garnish with finely chopped nuts of your choice.
