3 pounds Short Ribs
⅓ cups Flour, Plus 2 Tablespoons, Divided
3 Tablespoons Oil
⅛ teaspoons Pepper
1- 1/2 cup Sliced Onions
1- 1/2 Tablespoon Minced Garlic
2 cups Hot Water
1 leaf Bay
1/2 cups Vinegar
4 Tablespoons Brown Sugar
1 cup Ketchup
1/2 teaspoons Salt

Cut ribs into serving size pieces and trim excess fat (you want a little for flavor).

Dredge ribs in 1/3 cup flour.

Heat oil in a fry pan.

Brown ribs on all sides.

Remove ribs to a heavy pot.

In the fry pan, add pepper, onions, and garlic.

Combine remaining ingredients (minus the extra flour).

Pour over the ribs.

Cover tightly and cook slowly for 2 1/2-3 hrs.

Remove ribs to a serving plate (careful, they will fall off the bone).

Stir the remaining 2 tablespoons flour with 2 tablespoons water; add the slurry to the gravy to thicken.

Pour gravy over hot buttered egg noodles, and serve.
