Preheat oven to 250u00b0F. Heat the oil in a large frying pan and saute the steak on high heat for 1 min on each side. Season with salt and pepper, remove from pan and place on a baking sheet lined with parchment paper. Cook for 15-20 mins. Meanwhile mix the tomatoes, onion, garlic, red chili pepper, vinegar, salt, pepper and sugar. Mix in the olive oil.

Distribute the tortilla chips and cheese on an oven proof plate (or on a baking sheet lined with a plate-sized circle of parchment paper). Take the steak out of the oven and turn the heat up to 325u00b0F. Allow the steak to rest for 4-5 mins, then cut into cubes. Bake the chips for 4-5 mins.

Arrange the steak, Jalapenos and some of the tomato salsa on top of the chips. Sprinkle with cilantro and black pepper. Serve the remaining salsa in a bowl, accompanied by a bowl of sour cream.
