Spicy Cabbage Casserole

   In a deep heavy skillet over moderately high heat, combine the beef, onion, garlic, bell pepper, oregano, salt and pepper, stirring constantly until brown.

   Add the tomatoes, tomato sauce and rice and mix thoroughly.

   In a buttered 9 x 13-inch casserole, arrange layers of the meat mixture, the cabbage and the cheese. Bake the casserole, covered, at 350u00b0 for 1 1/2 to 2 hours.
