   Brown ground beef; add onion, green pepper and garlic.

   Cook until onion is tender; drain.

   Stir in tomato sauce, water, salt and pepper.

   Spoon mixture into a 2-quart baking dish.

   Beat egg into mashed potatoes.

   Drop potatoes on top of meat.
