1lb (450g) baking potatoes, such as Burbank or russet, peeled and cubed
2 lb (900g) skinless salmon fillets
1 onion, halved
A few black peppercorns
2 bay leaves
4 whole scallions, finely chopped
3 tbsp chopped dill
2 tbsp prepared horseradish
Grated zest of 1 lemon
2 tbsp fresh lemon juice
Pinch of cayenne
Salt and freshly ground black pepper
1 1/2 cups fresh bread crumbs
4 tbsp chopped chives or parsley
1/2 cup all purpose flour
2 large eggs, beaten
1/2 cup vegetable oil

Boil the potatoes in salted water over medium heat about 20 minutes or until very tender.
