Preheat oven to 325u00b0F. Grease and line an 8 inch round cake pan with parchment paper.

In a medium saucepan, combine butter, sugar, chocolate, 1 cup hot water, rum and raisins. Stir over low heat until smooth. Transfer to large bowl. Let cool. Sift flour and cocoa powder together then fold into chocolate mixture along with eggs. Transfer to prepared pan and bake for 1 hour 15 mins, or until a skewer inserted in the center comes out clean. Let cool in pan for 10 mins then turn out onto a wire rack to cool completely.

Meanwhile, to make the icing, sift powdered sugar and cocoa powder together into a large bowl. Add butter. Gradually add 1 tbsp hot water, mixing to a spreadable consistency.

Spread icing over top of cake. Serve cut into wedges.
