In large bowl, combine flour, 1/2 cup sugar, brown sugar, baking soda, salt, shortening, peanut butter, milk, vanilla and egg.

At low speed, beat until stiff dough forms.

Shape into 1-inch balls; roll in sugar and place 2 inches apart on cookie sheet.

Bake at 375u00b0 for 10 to 15 minutes. Immediately top each cookie with candy kiss, pressing down firmly so cookie cracks around the edge.
