1/2 c. water
1/4 c. wine vinegar

1/4 c. chopped green pepper
1/4 tsp. black pepper
2 lb. chuck steak, cut 1/2-inch thick
1 1/2 Tbsp. Worcestershire sauce
1 Tbsp. prepared mustard
2 Tbsp. brown sugar
