For the cake:

Measure first the flour, sugar, cocoa, baking soda, and salt into a large mixing bowl. Stir. Make a well in the center of bowl. Add water, oil, vinegar and vanilla. Mix until smooth. Pour into a greased 9x13 baking pan. Bake in the oven for 35 minutes until an inserted toothpick comes out clean. Cool. When cake has cooled, frost with frosting.

In a bowl beat whipping cream until stiff. Set aside. In another bowl, beat the milk and pudding mix together for 2 minutes. Fold in the whipped cream. Spread over the cooled cake. Serve. Refrigerate any leftovers.
