Sprinkle in flour; cook, stirring, for 1 min. Add tomatoes, sugar and 1/2 cup water; season. Simmer for 5 mins, or until thickened. Taste, adding more salt if needed.

Spread in bottom of a 1 1/2-quart baking dish. Cool for a few mins. Spread sour cream on top, then sprinkle with cheese. Sprinkle with tortilla chips.

Bake for 20 mins, or until cheese is melted and golden. Serve with lettuce, tomatoes and salsa.
