Add oil to a medium or large frying pan, and saute onion and green pepper until both begin to become tender over medium high heat, then add cubed steak strips to skillet. Continue to cook, increasing temperature as needed to bring combination back to cooking temperature. When everything is cooking nicely, reduce temperature to medium and stir fry until all ingredients are nearly done. When meat is tender enough to eat, add all spices and toss into mixture. When everything is as tender (being stressed here with cubed steak) as you wish for consumption as a meal, add coffee and soy sauce, stir into mixture. Add sugar. Stir. When contents of pan have heated back to temperature and are steaming, test a small piece of the meat to insure that it is sufficiently tender. (If not, cook over medium low heat until it is). Add sugar. Taste sauce and conduct final seasoning, (e.g., a little more sugar if you want this sweeter, a little more coffee or water if this is too strong for you). Finally, add corn starch and carefully incorporate into sauce. Sauce will not be thick with this recipe, but it will also not be watery. It should not be lumpy and should pour well spooned over rice. Serve this combination spooned over the rice that you have prepared.
